Object, purpose unclear, with vintaging scene

Description
Two views of the object are given, from above and below. In shape a half-torus, it consists of a channel, rectangular in cross-section. The channel deepens towards the centre, where a hole pierces the bottom. A shallow gap is cut in the outer curving face above the hole. The inner face is decorated with vintaging scenes in relief. Perhaps the object formed part of a wine-cooling system, although why its least visible face should be decorated is not clear.
