Autograph draft of despatch entirely in Balfour's holograph, with corrections and "second thoughts". The draft is written on the recto of Foreign Office paper with the exception of 6 pages which are on notepaper headed "Panshanger, Hertford".
Photograph of Balfour at a tennis tournament in 1921-22 loosely inserted.
Printed copy of the despatch inserted in pocket at end of volume.
Presentation inscription in unidentified hand on flyleaf: "presented to Sir Ian Malcolm by the author". Malcolm accompanied Balfour's War Commission to the United States in 1917 and was also Balfour's secretary at the Peace Conference, Paris in 1919.
