English translation of Birley's speech, made on 20th July 1971 in Berlin.
Robert Birley (1903-1982) was a history master at Eton 1926-1935 after which time he left to become headmaster of Chaterhouse, until 1947. After the Second World War he was appointed educational advisor to the Allied Control Commission for Germany. Two years later he became headmaster of Eton, a post he retained until 1963. From 1964-1967 he was visiting professor of education at the Universty of the Witwatersrand, and was head of the social science and humanities department at City University, London 1967-1971.
