He was one of the first Russian cartographers to use the latest mapping techniques and was the first head of a government institution set up to deal with cartographical matters. He undertook an ambitious survey of Russia intending to publish the first atlas of his country. Unfortunately only part of the atlas was published before he died of exhaustion.
