Hine was born in Brighton. He was self-taught as an artist, inspired initially by the watercolours of Copley Fielding, then also resident in Sussex. Though he later lived in London, most of Hine's watercolours take the South Downs as their subject, rendered with more delicacy and a more subtle sense of atmosphere than Fielding.
Cissbury is the site of an iron-age fort just north of Worthing. The sudden upturn in the profile of the hillside as it reaches the crest is due to the ancient earthworks. Extremely simple in conception, Hine's view combines a bold effect with a profound knowledge and love of this landscape. In the year this view was painted, 1865, Hine noted in his sales book a watercolour of Cissbury sold to G.Mawley for fifteen guineas (see Christie's, 25 October 1988, lot 63). Hine's wife was also an active watercolourist, and their son Henry, was for forty years art master at Harrow School.
