The Panel was set up in 1951 to advise on investment, primarily because of the Appeal Fund but also other funds, notably the Pre-Paid Fees and the General Fund. It was chaired for many years by Arthur Villiers of Baring Bros., who was also a Trustee of the Farrer Fund. Its membership mainly consisted of senior Old Etonian merchant bankers and City specialists who managed the funds of the College. The Provost, Vice-Provost and Bursar attended meetings, but unlike the Investment Committee it was not a formal committee of the Provost and Fellows; its role was to "make policy suggestions" which the Investment Committee would carry out through Barings. Any investment over £20,000 (later increased to £30,000) required the consent of three members of the Investment Committee as well as two members of the Panel. As the role of the Appeal declined, the Panel grew less important though it still reviewed investments regularly. Changing ways of working in the City made it increasingly anachronistic and in 1987 it was abolished. The Financial Strategy Committee of the Provost and Fellows took over its role.
