Son of Edward Charles Hugh Herbert, 1802 - 1852, son of the 2nd Earl of Carnarvon, he attended Eton 1851 - 1855. He won the Newcastle in 1855 and the Prince Consort's Italian Prize in 1854. A scholar of Balliol College, Oxford, he became a diplomat. While travelling in Greece he and his party were kidnapped by brigands. Lord and Lady Muncaster were released to raise a ransom but the Greek authorities sent out soldiers and the remaining prisoners were murdered. The bodies of Herbert and Frederick Grantham Vyner were returned to England for burial.

Content description
Letters from Eton and elsewhere, mainly to his parents, letters to him, verses, reports, bills, and important circulars from Edward Hawtrey and Stephen Hawtrey to parents on the teaching of mathematics as part of the regular curriculum. Also includes small group of apparently unrelated letters (mainly to and from children) of the Scott family.
