The son of Admiral Sir Phipps Hornby (1785-1867), Hornby was at Eton as an Oppidan from 1839 - 1845. He was in the Newcastle Select twice and in the XI in 1845. At Balliol College, Oxford, however, he was a rowing blue. He obtained a first-class degree and became a Fellow of Brasenose. From 1853 - 1864 he was Principal of Cosin Hall, Durham, and that university awarded him an honorary DCL. He then returned to Brasenose as a lecturer before moving to Winchester College as Second Master in 1867. In 1868 he was appointed Head Master of Eton, and was responsible for implementing the reforms called for by the Public Schools Commissioners and the New Governing Body appointed as a result of their report. He made many changes but was not a radical reformer and cannot have been altogether pleased to read Dr Warre's letter of 20 October 1884 (COLL/P4/4/1) with its implied criticisms of the discipline and curriculum he had inherited from his predecessor. Chaplain to both Queen Victoria and King Edward VII, he was appointed CVO in 1904. He was a pioneer of Alpine climbing and a skilled skater, and as Provost took much interest in the leaving portraits.

The majority of these papers relate to his time as Provost, but include material from his time as Head master on the reorganisation of the College after the Public Schools Act and the dismissal of Oscar Browning.
